Τον περασμένο Σεπτέμβρη η 33χρονη Αμερικανίδα (από Tennessee) Torry Hansen υιοθέτησε τον 7χρονο Artyom Savelyev από τη Ρωσία. Στις 8η Απριλίου η θετή μητέρα Torry, έβαλε το αγόρι μόνο του στο αεροπλάνο για να επιστρέψει από τις ΗΠΑ στη Ρωσία. Η Torry Hansen αποφάσισε να ακυρώσει τη διαδικασία της υιοθεσίας, Στα ρούχα του παιδιού βρέθηκε καρφιτσωμένη επιστολή που ανέφερε ότι «Το παιδί είναι ψυχικά διαταραγμένο, βίαιο με ψυχοπαθολογικά προβλήματα. Οι υπάλληλοι του Ρωσικού ορφανοτροφείου και ο διευθυντής δεν με ενημέρωσαν για τη διανοητική κατάσταση του παιδιού, έκανα ότι καλύτερο μπορούσα για αυτό το παιδί αλλά με λύπη μου δηλώνω ότι για την ασφάλεια της οικογένειάς μου, των φίλων μου και τη δική μου, δεν επιθυμώ πλέον να είμαι γονέας αυτού του παιδιού.»
Η θετή γιαγιά του παιδιού δήλωσε σε συνεντεύξεις ότι το παιδί χτυπούσε, κλωτσούσε, έφτυνε, έκαιγε φωτογραφίες και απειλούσε ότι θα κάψει το σπίτι και την οικογένεια.

Σύμφωνα με τη UNICEF, υπάρχουν περισσότερα από 740.000 παιδιά στη Ρωσία που δεν έχουν γονική επιμέλεια και η ρωσική υιοθεσία είναι πολύ δύσκολη.
Με ελάχιστους Ρώσους να ενδιαφέρονται για την υιοθεσία ενός παιδιού, τα ρωσικά πρακτορεία παρακολούθησης υιοθεσιών στρέφονται στην αναζήτηση ανάδοχων οικογενειών σε άλλες χώρες.
η Ρωσία είναι η τρίτη μεγαλύτερη "πηγή" ξένων υιοθεσιών για τις Ηνωμένες Πολιτείες με 1.586 υιοθεσίες το 2009, σύμφωνα με το Στέιτ Ντιπάρτμεντ.
Ωστόσο ο αριθμός των παιδιών που υιοθετούνται παρουσιάζει συνεχώς μείωση (περισσότερα από 5.800 παιδιά υιοθετήθηκαν το 2004) αυτό οφείλεται ίσως στην αντίληψη ότι τα παιδιά στα Ρωσικά ορφανοτροφεία παρουσιάζουν διαταραχές που οφείλονται στο εμβρυϊκό σύνδρομο αλκοολισμού.

που έχουν υιοθετηθεί στις ΗΠΑ από ορφανοτροφεία της Ρωσίας και νομοθέτες στη Ρωσία προτείνουν την αναστολή αυτών των υιοθεσιών
Ωστόσο χιλιάδες υποστηρικτές των υιοθεσιών στις ΗΠΑ, υπέγραψαν αναφορά για να αποφευχθεί η διακοπή υιοθεσιών, 11.000 ενδιαφερόμενοι και επίδοξοι θετοί γονείς υπέγραψαν online αναφορά, που απευθύνεται στον Πρόεδρο Ομπάμα και τον Ρώσο ομόλογό του Ντμίτρι Μεντβέντεφ,

February 9, 1996 - David Polreis, Jr: age 2, of Greeley, Colorado was beaten to death. David was adopted 6 months before his death.
November 25, 1998 - Logan Higginbotham: age 3, of Shelburne, Vermont died of massive head injuries.
October 31, 2000 - Viktor Matthey: age 6, of Hunterdon County, New Jersey died of cardiac arrest due to hyperthermia after adoptive parents Robert and Brenda Matthey locked him overnight in a damp unheated pump room. Viktor was in the US 10 months before his death.
November 30, 2001 - Luke Evans: age 1.5 of Lowell, Indiana died of massive head injuries, shaken baby syndrome, and poor nutrition. Luke was in the US 6 months before his death.
December 14, 2001 - Jacob Lindorff: age 5, of Gloucester Twp, New Jersey died of blunt force trauma to head. Also suffered from 2nd degree burns on feet, hemorrhaging in 1 eye; bruises, and seizures. Jacob was in the US 6 weeks before his death.
August 15, 2002 - Zachary Higier: age 2, of Braintree, Massachusetts, died of severe head trauma. Zachary sustained a bilateral skull fracture, strokes, brain swelling, and detached retinas.
October 23, 2002 - Maria Bennett: age 2, of Lancaster, Ohio, died from shaken baby syndrome. Maria was adopted 9 months before her death.
August 11, 2003 - Jessica Albina Hagmann: age 2, died from smothering.
October 16, 2003 - Liam Thompson: age 3, of Columbus, Ohio, died from scalding and neglect. Liam was adopted 5 months prior.
Since 1996, 15 Russian children have died at the hand of their U.S. adoptive parents.

December 18, 2003 - Alex Pavlis: age 6, of Illinois, was beaten to death by his U.S. adopted mother.
January 22, 2005 - Dennis Merryman: age 8, born Dennis Uritsky, of Harford County, Maryland died after suffering cardiac arrest brought on by starvation. He was adopted almost 5 years ago.
July 2, 2005 - Nina Hilt: age 2, of Wake Forest, North Carolina died after suffering several blows to her abdomen. Nina was adopted in 2003.
March 7, 2008 - Nikolai Emelyantsev: age 14 months, of Utah died from a skull fracture, the result of what is believed to be blunt force trauma to the head.
July 8, 2008 - Chase Harrison: age 21 months, of Virgina died of heat-stroke after adoptive father, Miles Harrison forgot the child in the back of the family Suburban. He was adopted by Miles and Carol Harrison three months prior to his death.
August 25, 2009 - Nathaniel Craver: age 7 years, died of brain injuries. Nanette and Michael Craver of Pennsylvania were charged with first-degree murder for the beating death of their adopted son. Ivan Skorobogatov, renamed Nathaniel Craver was adopted in 2003, from Russia along with his twin sister. The Cravers insist that the child was self injurious. Preliminary hearings are set for March 31, 2010.

Russian adoptions between the U.S. and Russia are on hold pending the results of an April 20, 2010, meeting. The goal is to work out a bilateral contract on how Russian children are monitored and cared for post adoption.

Στους Αμερικανούς δεν θα δοθούν παιδιά της Ρωσίας
Η ρωσική πλευρά θα επιμένει στο «πάγωμα» ουσιαστικά της υιοθέτησης παιδιών από τη Ρωσία από πολίτες των ΗΠΑ, ωσότου υπογραφεί συμφωνία για την αμοιβαία ευθύνη, ανακοίνωσε ο ΥΠΕΞ Σεργκεϊ Λαβρόφ.
«Η τελευταία περίπτωση έχει ξεχειλίσει το ποτήρι της υπομονής και θα απαιτούμε να συναφθεί αυτή η συμφωνία», - υπογράμμισε ο Λαβρόφ. Ο 7-χρονος Αρτιόμ Σαβέλιεφ ήρθε μόνος του στη Μόσχα με αεροσκάφος από την Ουάσιγκτον με σημείωμα από τους θετούς Αμερικανούς γονείς του, στο οποίο πληροφορούν ότι υπαναχωρούν από την υιοθέτηση.

Κατάσταση στον τομέα της υιοθέτησης παιδιών στη Ρωσία από τους πολίτες των ΗΠΑ
Η υιοθέτηση παιδιών στη Ρωσία από τους πολίτες των ΗΠΑ θα είναι δυνατή μόνο μετά την υπογραφή αντίστοιχου Διμερούς Συμφώνου.
Έτσι μετέδωσε το ΙΤΑΡ-ΤΑΣΣ, επικαλούμενο τις δηλώσεις που έκανε ο επίσημος εκπρόσωπος του ρωσικού Υπουργείου Εξωτερικών Αντρέι Νεστερένκο. Ο Ρώσος διπλωμάτης υπενθύμισε ότι ύστερα από το γνωστό θλιβερό επεισόδιο με τον Αρτιόμ Σαβέλιεφ, ο οποίος είχε σταλεί πίσω στη χώρα του από την θετή του μητέρα, η ρωσική πλευρά ζήτησε επεξηγήσεις από το Στέιτ Ντιπάρτμεντ και το Υπουργείο Δικαιοσύνης των ΗΠΑ. Μόνο ένα Σύμφωνο που θα προβλέπει αποτελεσματικό μηχανισμό ελέγχου των θετών παιδιών, θα δώσει σίγουρες εγγυήσεις ότι οι τραγικές περιπτώσεις που είχαν θέση προηγούμενα δεν θα επαναληφθούν στο μέλλον,- πιστεύει ο Αντρέι Νεστερένκο.

Russian adoption return prompted by violent outbursts
The family that attempted to make a Russian adoption return by simply sending the boy back to Russia claimed that they were afraid for their safety. The note that was included when the boy was sent for his Russian adoption return included the line
“This child is mentally unstable. He is violent and has severe psychopathic issues, I was lied to and misled by the Russian Orphanage workers and director regarding his mental stability and other issues. After giving my best to this child, I am sorry to say that for the safety of my family, friends, and myself, I no longer wish to parent this child.”
The Russian boy’s adoptive grandmother has said in several interviews that the boy would hit, kick, spit, bite and would draw pictures of the house on fire, threatening to burn down the home he lived in and kill the entire family. A social worker did visit the home in January, though the boy’s adoptive family reported no issues at that time.
Russian adoption placements difficult
According to UNICEF, there are more than 740,000 children in Russia that have no parental custody and Russian adoption is very difficult. With so few parents willing to adopt in Russia, Russian adoption agencies usually look to adoptive parents from other countries.

U.S.: Status of Russian Adoptions Unclear

The Tennessee woman who sent back her adopted Russian son last Thursday claimed she had been misled by his Russian orphanage about his condition.

The driver hired to pick up the little boy at the airport in Moscow told the Associated Press Wednesday he looked cheerful, played with a Spider-man toy, and did not seem to show any of the mental problems the woman claims he has.

Russians were outraged that no charges were filed against her in the United States.

"How can we prosecute a person who abused the rights of a Russian child abroad?" Russia's children's rights ombudsman, Pavel Astakhov, said in a televised interview Wednesday. "If there was an adoption treaty in place, we would have legal means to protect Russian children abroad."

Some 3,000 U.S. applications for adopting Russian children are now pending, according to the Joint Council on International Children's Services, which represents many U.S. agencies engaged in international adoption.

But the numbers have declined sharply in recent years - with only 1,586 U.S. adoptions from Russia last year, compared with more than 5,800 in 2004.

Russia itself has been a big factor in the drop-off, adoption experts said, citing a perception that many children from Russian orphanages can present special challenges, due to such conditions as fetal alcohol syndrome.

Russian lawmakers for years have nevertheless suggested suspending such adoptions, after other cases of abuse and even killings of Russian children adopted in the United States.

Thousands of American adoption advocates had hoped this week to petition Russian and U.S. leaders to prevent the halt in adoptions announced Thursday. Poignant pleas from would-be adoptive parents were included in an online petition, signed by more than 11,000 people and addressed to President Obama and Russian counterpart Dmitry Medvedev, the council said.
